A. Try thinking about the "evaluation criteria" as senior management saying to you, "this is what is important to us, were going to look for this information in your proposal and what you say will affect our decision".
If your project meets one or more of the criteria, say so! Clearly state what the criteria are and then explain how the project meets them.
The easier you make it for decision-makers to recognize and understand that your project is designed to deliver the results they deem important, the more you improve the odds of a favorable decision. Restating the evaluation criteria within your justification will help senior management understand better and more quickly.
